When the Qur’an says Hajj is only for those who are “able” (3:97), how should we understand “ability” today?

In the Qur’an, Allah says: “Pilgrimage to the House is a duty upon people for those who are able to find a way to it” (3:97) Traditionally, scholars explained “ability” as having provision and means of travel, along with physical capability . But in today’s world, there are additional factors; visa restrictions, financial pressure, family responsibilities, and even safety concerns. So how should we understand this verse in a modern context? Does “ability” only mean physical and financial capacity, or does it include these broader real-life conditions as well?
